That looks much like what happens, when Fldigi is not initially set for the correct CW WPM speed for the incoming signal, but eventually figures it out for itself. Check the two figures in boxes

No sudo needed, just open a terminal window, and enter... dmesg -WH? (On Debian/Ubuntu/Mint based systems at least.) Nothing will happen, until you connect, or disconnect something, then it'll show
