10K Pullups seem to make it happy, so, if it's happy, I am happy! I now have the operator panel functional and working. All switches, POTs, Encoder switches, and LEDs do what they are suppose to do

Got it just fine. Sometimes it is enough to pullup reset to VCC, but some controllers want the reset signal to come on a short while after power on, so that the chip is fully powered and ready to go
