If the age of the supply (and the replacement, if it's not of new manufacture) is an issue here then the problem is likely to be one of bad capacitors, that cause the voltage to not come up quick

Ok, then you probably had a less than optimum connection to that point, and the use of the switch gives you a better one. If the voltages all seem to be within spec you might be lucking out there.

This just has to be a homework problem! Nobody would really want to do this... So, you want to get 3 states (RED, GREEN, OFF) from a single binary digit? As long as the signal is binary, you can't do
