Normally this is not possible for both jacks. One of the normal functions of the 1/4' jacks in guitar pedals is to make up the ground side of the battery connection effectively turning the pedal "ON"

Yes, but it would be easier to use an adapter to convert 1/4" to an RCA phono jack. The mechanical connection with an RCA plug/jack is much less reliable than the 1/4" and will pull out a lot easier,
