Your ROM card seems to be damaged or the ROM cardreader in your DX7 is defect. I had the latter w/ a KORG M1R(ex) and resoldering contacts of the cardreader unit inside the machine solved the problem.

This is master data cartridge rom #1, Yes I have learned from the manual that this cartridge cannot be formatted. My main problem which I didn't bring up before is that the dx7 can't read this
