I measured 3.39V on pin 11 of U3 and 3.41V on pin 10 of U3. I uncranked R1 until I could hear/feel the click. An RF probe? That too is absent from my shack. Thanks Ivan - WC2S

Ivan, if you do not have a scope to measure RF signals, you will need an RF probe to measure RMS or AVG volts in AC mode with, preferably a VTVM, or DMV. Also, make sure R1 is not bottomed out and
