My plan is to drive up on Thursday and grab some boneyard spots, do the hamfest Friday and Saturday morning, and drive back Saturday afternoon.? We usually get spots on “the hill”, right behind the air conditioned exhibit building.? Maybe
dinner Thursday and/or Friday?

Yes the IC-9700 does.
Did you read the manual, it tells you everything you need to know to get operational on D-STAR.
Are you using an imported repeater list?
If so, make sure the radio is in DR mode.
Press and hold the CALLDR button to put it in DR mode.
