is it possible to lower the input frequency range of n2pk?
for example if one not using toroid transformers on the output of DDS?

I doubt that this would be practicable.

Tom DG8SAQ recently provided very-low-frequency capability for the VNWA;

If your budget permits, you could consider buying a VNWA.

For low frequencies (down to DC) I bought a Digilent Analog Discovery with the impedance Analyzer module for S11. No extra hardware is required for transmission measurements though some adapters they offer will make connections easier. The software is fantastic and the instrument has an amazing range of capabilities too.
