I think "plumbing out" here means similar to "routing out" or "bringing out".? Connecting.

I think the word "out" used here refers to bringing the net or node from inside to outside the subcircuit.

In some contexts (and maybe native languages) what we call net 0 is Earth.
Earth == Ground, and was obtained in the past by use of a Ground Rod, driven into the earth.

Indeed, but there is much confusion between that definition of 'earth/ground', 'safety earth/protective earth conductor/grounded [or is it 'grounding'?] conductor' and 'zero-voltage reference point' - the point in a circuit relative to which voltages? (except differential voltages) are normally measured.

I'm pretty sure that he meant wiring or routing, like plumbing in a house. Plumbing generally has to have its installation pre-designed, or otherwise installed by a certain set of rules, much like electrical wiring does.
It's not simply a language error, German for wiring is Verdrahtung while plumbing as we usually conceive of it is Sanit?r.
