I should add I completely re-capped it using the Hayseed Hamfest kit, and changed about 12 resistors that were off-spec.

Thanks for this info. I will add the panel fuse holder, so that the fuse can be changed without taking the radio apart. I am not too concerned about changing its original look. You won't see the fuse

I think your relay is ok. I believe your problem is on the grid side of V20B. I would not "tinker" with the values. Between the HT44, cyclone, cycloneII and the cycloneIII this same basic circuit is
