You can't unless you upgrade to Enterprise, and even then I'm not sure.? I think I'd have the webmaster change the link to the Home page of the group instead of directly to the Join page, as well as

You could make a hashtag called #Announcement that is only usable by moderators. Other than something like that there no difference between an "announcement" and any other message sent to the group.
