Trouble with members viewing directory

When I, as the owner, go to the Directory tab, I see all members.
When a plain member does, they see only five (about a tenth of everyone). My settings look like this: When I try to change the Member List Visibility to Members, it rejects the change and goes back to Owners and Moderators. Suggestions greatly appreciated. Best, Glenn --

In the Directory, members will only see those that have shared their profile, and then only when they share their own. For the Members List, as of January 31, "CHANGE: A group that is not restricted can no longer have Members Visible set to Subscribers, unless it is a subgroup and the parent group is restricted.
