If a member replies to a special notice, do all the members see the
reply?
Normally no, the reply is sent as a normal message.

If I understand correctly an exception is if the original special notice contained a hashtag coded to make the topic a special notice. Then all the replies are sent as special also.

Can someone verify this? I've created a couple of hashtags that are
coded as Special Notice and I did a bit of experimenting when I
originally made them and I thought I had found that replies weren't
marked as Special (which is the behavior I was looking for). However, I
could have overlooked something in the testing process.
