I have two members set to "owner" membership.? I am wondering why they do not receive the replies I get when a person has applied for membership and they respond to the questionnaire sent to them automatically.

It's possible they're set to not receive moderator emails. You can check their member record - the notification section will look like this:

Check the other owners member records in the section for Owner Email.? Since the person sending the info isn't a member yet, then the owners need to select All Emails to get those replies.
