I was just wondering, if there is a groups.io Application you can download from the App Store to manage your subscriptions and your group.

Not yet, but it's been under consideration for almost 5 years.? It looks like it may happen "soon" though.? See item 1.

I haven't been around long enough to know the full history of the "app", but is it intended to be a member app or also / in addition to an Admin (Owner/Moderator) app?

I think we'll all find out together.? From my understanding, a lot of it is based on the current API, so it may cover all users.
