"Claim" is an automatic status that is set when a moderator interacts with a message that needs moderation. You can moderate by email as well - just click reply and send an essentially blank email. It wouldn't necessarily be part of accepting new members. If you don't have a restricted group, new members will be accepted automatically. If you want to be able to assess the potential member, use a Pending Subscription notice. The potential member will automatically be sent an email with your customized message.
