Special Notice not working when sent via a hashtag

If I send a message as a Special Notice as the Owner, my test user#1 (that is subscribed to only get Special Notices) receives the message.? But if I send a message from test user#2 using a hashtag that is configured to be sent as a Special Notice, test user#1 does not receive the message, even though messages with the songlist hashtag are supposed to be sent as a Special Notice.

Hashtags configured to be sent as a Special Notice also have to be Moderated, and yes, I approved (moderated) the message when it showed up in the pending queue.

So why does the subscription for 'Special Notice only' work when the message is explicitly sent as Special Notice, but not work when it is sent as a hashtag configured to be sent as a Special Notice?

Mere Subscribers cannot send a Special Notice. Only Moderators and Owners can do that.

If you, as a Moderator/Owner, used the hashtag, it would work.?

I believe the Special Notice parameter of a hashtag only applies if a moderator/owner uses it since they're the only ones that can send a Special Notice.

Hmmm.? I have both 'Special' and 'Moderated' enabled for my hashtag.? Since only Moderators and Owners can send Special Notices, my expectation was that enabling 'Moderated' would send it as a Special Notice after it got approved.? As it stands now, the message gets sent, but not as a Special Notice, even though the hashtag configuration "requires" it.

If I don't have 'Moderated' enabled but I do have 'Special Notice' enabled, an error is thrown when using that hashtag by an unprivileged user (it states that only owners and moderators can send Special Notices).?? Enabling 'Moderated' removes that error.? That made sense because a moderator has to approve.

This seems like a bug to me.?
