However I have had a couple of people tell me that IO is closing groups
and not even notifying the group owner that they are doing it. No explanantion
whatsoever. Therefore I have set up a group at Google groups as a backup.

Maybe , or a adult content groups. Neither of which is allowed, and both of which ought to be obvious to the group owner why it was closed. The group owner could contact [email protected] to find out what happened, if it isn't obvious. A group owner ought to at least skim the Terms of Service, even if the members don't bother.
