moderator only hashtag used by non-moderators?
What happens if a normal subscriber originates a message with a hashtag that is only usable by a moderator? I understand that replies to a message with such a hashtag work and continue to contain the hashtag, but what happens with an original message from a non-subscriber? Is the message moderated or rejected or something?

If you compose a message in the online editor and insert a moderator-restricted hashtag, the message does not go out when you hit the Send button. The page instead refreshes, with an error to the effect that the hashtag is reserved; and the message remains in Draft form, waiting for you to edit the subject line. If you send one to the group via email, a return email comes back stating something similar, with an "editsubject" link that allows you to go edit the message (online) and resend. It is neither Rejected nor Pending, but again appears as a Draft, just as if you had initiated it online. I didn't expect that, but it makes sense. If you aren't logged in at the time you click on the link, you are taken to the login page. After you complete login the editor is immediately displayed, with the draft ready to be edited. Sensible. If you happen to be logged in with a different account at the time, clicking on the emailed link takes you to the group home page, with no explanation as to why it "didn't work." So that's somewhat disconcerting. If a non-subscriber does the same (in a group that allows non-subscribers to post), the message goes into Pending status and awaits moderation, as usual. If the message is subsequently accepted, it posts to the group complete with the hashtag, regardless of the hashtag use restriction. ?
