I need to set event in calendar that occurs once a year, every second weekend in march.

I think so.

The obvious way, using the Yearly selection in Repeats, does not present an equivalent to "Repeat by day of the week" (presented when you choose Monthly). So Yearly always repeats on the same date of the same month.

But create the event on a second weekend (say, Saturday) in March. Then
select Monthly in Repeats, and then Repeats Every 12 months. Then you can select "Repeat by day of the week" and the Repeat Summary is "Every 12 months on the Second Saturday". Which sounds like what you want.
