In the footer of every email is ¡°reply to sender¡±.
When I use that, the resultant email does not include the previous message.
I can¡¯t seem to find anywhere in the settings to make that happen.

You can't. The limitation is with those types of links ("mailto:"). Better to use your email interface's own Reply function, even though that may require copy/pasting the sender's address. And assuming you're not reading a digest.
Or use the View/Reply Online link rather than reply in your email interface. You can use the Private button there to reply to Sender instead of group (assuming Group is the group's default). ?
At first I thought it was my mail client but I do have it set to include message, so it is something in .

It is sort of at the edge between and your email interface. When a link is used to start a new message there are limits to what information can be passed in the link, and not all email interfaces support the same features. ?
