I believe that means that the email service is using an unsupported/obsolete version of TLS.? I don't think Groups.io uses 1.0 any more, so it's something usmd.edu will need to upgrade. Duane -- Lots

It's possible they're set to not receive moderator emails. You can check their member record - the notification section will look like this:
