After the requisite number of messages, the new member is automatically unmoderated. See this in the Owner Help Manual section about setting up Spam Control and Moderation settings.

This individual is likely breaking state law as well as federal law in doing so. Perhaps your local police can help get a restraining order and perhaps file charges. He has no First Amendment rights
