When reading online, you can go to the More menu below the post and select "Report This Message".? That opens a box where you can enter the reason, as well as choose whether it should go to the group

Go to Admin->Settings->Spam Control. Do you have the group set to "Restricted Membership?"? The group must be "restricted" to keep members from subscribing without your approval. Moderation applies
