It seems the logic behind an "Emailed Photos" album is that is where Photos attached to Messages are stored (not in Messages) - which would explain how they are only counted once against Storage

If. you are concerned about the size of attached photos to messages, I assume you have tweaked the settings for photos in Admin. You could remove the ability to post photos at all. See

The archived messages do not count as part of your storage quota. So the attached emails are not counted twice. There is a more explicit list in the Pricing document in Groups.io footer. See Pricing -
