You'll need to set up some Member Notices on the Settings page.? In your case, you'll want at least one for Welcome and one for Goodbye.? You can have multiple of each type and choose which one to

I think you should set it up as a generic message. When sending it via the member page, you can edit or add to it, if needed. The only notice that I'm aware of that can be scheduled for monthly
