Looks like an error in the docs. To my knowledge No Email subscribers do not receive Special Notices. A group Owner/Moderator can send a message to a No Email subscriber via the Member List. System

Who pays for email ? You don't actually have to change to another emailer, just don't use the web interface if thats where the problem is with aforementioned buttons Use Thunderbird or another email
