A file cannot be opened without downloading it. Depending on browser add-ons, it may open as a temp file in a browser, and subsequently be deleted from the cache...but it's still being downloaded

Allowing only Moderators to download the file is fine, as long as everyone else can still open the file without allowing them to download it. -- Ruth D

Yes. Use the format: Fname Lname <email address> Fname2 Lname2 <email address2> etc... The file must be plain text , NOT Excel or CSV or anything like that. Be sure to include the angle brackets.
