Bonnie -- Are you talking about the Invite, or the Welcome notice? An invitation has canned wording as you noted, and does contain an email address, but does not actually instruct anyone to post

Only Moderators and Owners can post to an Announcement group. Did you actually make this person a Moderator (pull down the "Role" menu), or are you instead using one of the overrides in the "Posting

Susan, "Claim" is an automatic status that is set when a moderator interacts with a message that needs moderation. You can moderate by email as well - just click reply and send an essentially blank
