Someone else may have already said this. All subgroup members have to be a member of the main or parent group. You cannot join into a subgroup unless you are a member of the parent group.

No, but there is an easy way to let them see it.? Under Admin > Settings, scroll way down toward the bottom and you can select a Wiki page to make sticky so that it shows at the top of the Messages
