I believe the Special Notice parameter of a hashtag only applies if a moderator/owner uses it since they're the only ones that can send a Special Notice. Duane -- Help: /static/help

Mere Subscribers cannot send a Special Notice. Only Moderators and Owners can do that. If you, as a Moderator/Owner, used the hashtag, it would work. Regards, Bruce

Yes the green banner is there. I have never before seen it because my iPad mini doesn't show that much "screen display". I wouldn't have thought about scrolling up to a page top looking for a banner.
