To do so, select only the Restricted Membership checkbox in your Spam Control settings. You will have to approve new Subscribers, but once approved each will be able to post without further Moderator

Sending a Member Notice via the Directory should only be possible with an account having Moderator or Owner privileges. If you have evidence that regular Subscribers can do so, that would be a bug.
