You can just send an invite to the person, and they'll be reinstated. I've had to do this a couple of times when the member lost the spam notice.

So I'll tell you what my workaround is. Instead of inviting people using the groups.io web interface, I send them messages explaining the subscription process: send and email, wait for confirm, reply.
