Go to Admin>Members and select "banned" using the blue pull-down menu button at top left. On the resulting page you will find an entry box where you can pro-actively enter someone's email address.

Probably...if they arrive from an email address that is not subscribed to the group. Open your activity log (Admin>Activity) and check for an entry saying something to the effect of "Non-member noname
