First, go to Admin, Members. Use Filter to find moderators. See whether that member is a moderator or not. Click on that moderator's name to open her record. There is a blue menu item Membership.

To Frances, yes I have looked at Moderator permissions. But there is nothing there to give her permission to post to the group after it's closed. She is always forced to do private messaging to her

You previously posted that you "close the group" by setting it to Announcement Only. Is that what you're still doing? If so, she should still be able to post. If you're doing something else, probably
