Is your group set so that non-members can send emails and be moderated? In Admin, Settings, Message Policies Allow Nonmembers to Post Messages from nonmembers will be moderated instead of rejected.

In Outlook, on the drop down menu for Junk there are various options to never block - if it is happening on many groups, then choose the "Never Block Sender's Domain" Steve
