Direct Adds and Invited members are not new user moderated. You can change them.?Go to Admin, Members, click on the checkbox beside Display Name. Then use the Actions menu to change the moderation.

The default Welcome message is initially defined when you set up the group, before you create any subgroups. No, but you can do it the other way around...edit the Welcome message to match what appears
