I've never gone in and looked for bouncing members. Maybe I should. I thought a
member would notice they're not getting posts or can't post anymore and they'd
look into it.

They'll never resolve themselves. The user has to unbounce their account. The thing that caused the bounce may resolve itself though. It could be action by the user or their email service, among other things.
