We set up the groups a while ago with a basic account, but never made the transfer. NOW we just want to do a bulk transfer. Can we just do the premium trial plan, make the transfer?and then downgrade??

Yes.
Last year when I asked this question, the answer was yes, but now I don't see any monthly option for premium.
If your new group is currently on the Premium Trial plan, you may have to downgrade first. Let us know what you find out.
