Ken,

Looking at the setup options, one thing I didn't see is how to have it
set new members as moderate, but without a message count.
In the Unmoderate After control select "Not enabled". That means that there is no automatic unmoderation.

When you decide the member is worthy, I recommend you set their posting privilege to "Use Group Moderation Setting". That avoids the problem Duane referred to with using the "Override: not moderated".
