Cookies are needed to progress from page to page on secure (login) websites. The cookie is what keeps you from having to login to every successive screen. If someone blocks all cookies, things don't work.?

I suppose it might, depending on exactly how vigorous the phone is about
rejecting cookies. Automatically deleting them at the end of a session
is ok, but I believe you have to have one for the duration of your
session. If the browser/phone blocks the attempt to set the cookie in
the first place then that could cause the redirection from the Log In
page to fail.
