Shal,
Since message delivery is part of a calendar is there (somewhere) a list or, better yet a matrix of exactly who would receive calendar event notifications?
e.g., would it go to
  1. all members,
  2. all except No Email,
  3. all except Special notice
  4. all except 2 & 3
BTW the same question stands for Special Notices.
