Yes. The "Override" options for a member's Posting Privileges override the group setting for just that one member.

2.? I ha e a member of sub group that cannot add files.? How do I allow a non moderate to add files to subgroup

In the Settings page for the subgroup (each subgroup has its own), in the Features section at the bottom, you need to set the Permissions option for Files to Subscribers can view and upload. Don't forget the Update Group button at the bottom of the page before you leave the page.
