Aside from choosing the correct COM port in the CHIRP software, make sure the
volume control is opened up enough for the data to get through. It gets
programmed through that control. If you don't open it up, it will likely fail to
program.
I like CHIRP. RT Systems makes a similar product and covers more radios. (They
may use CHIRP code in their software.)
