Another solution for a 10VDC supply is to use a DC-DC converter, connect it to 13.8V shack supply and adj the converter to 10V. You can pick these converters up from China for only a few dollars each. Here is an example below....

I had to do this with a battery eliminator for my UV-5R, as the one inside the unit was under engineered and had a meltdown literally. I adj the DC output of the converter to 7.4V as it was connecting directly to the radio.
