True, you can't bring the shank of the too large tool down. But if it is an HSS tool you are grinding, you can grind enough of the top of the tool away near the cutting end. Imagine a typical HSS tool

Unless you change for a QCTP you are almost always going to have to shim your tools, especially once you start resharpening. not really a huge problem unless you change tools regularly. I keep a LH
